ARTICLE II. OCCUPATIONAL LICENSES

Sec. 12-19. Applicability.
The provisions of this article shall apply to all occupation licenses issued by the city except to the extent as may be otherwise provided in this chapter for specific business entities.

Sec. 12-20. Required.
Every person engaged in any occupation, calling or trade specified in the city shall procure a license therefor from the city. No person shall commence any new business within the city or continue the operation of any existing business without first obtaining appropriate license therefor pursuant to this article.

Sec. 12-21. Procedure for issuance; renewals; late fee.
(a)      Application and issuance. All persons required to obtain a license under the provisions of this article shall make application to the city clerk's office, who shall receive the application, enter the application upon the books and records of the city as appropriate, collect a license fee in the amount provided herein, and issue a license signed by the mayor and attested by the city clerk.
(b)      Reserved.
(c)      Expiration and renewal; late fees. Unless otherwise provided herein, all occupational licenses expire on December 31. A penalty of 15 percent of the amount due shall be added for renewal fees paid after February 1. Late fees are in addition to all other remedies provided by this Code or state law.

Sec. 12-22. Payment of other taxes and assessments prerequisite to issuance of occupation license.
No person shall be entitled to the issuance of an occupation license unless and until such applicant has paid all delinquent taxes and assessments that have been assessed by the city against such applicant or his property. The continued failure of applicant to pay delinquent taxes or assessments shall render the applicant in default in filing the application for occupation license in the same manner as if no such application had been made.

Sec. 12-23. Evidence of worker compensation coverage prior to license issuance.
No license shall be issued under this article to any person until such person produces a copy of a certificate of insurance for workers' compensation coverage if the applicant for the license is required to cover his liability under RSMo ch. 287. It is a violation of this section to provide fraudulent information to the city regarding worker compensation coverage.

Sec. 12-24. Term; fees nonrefundable; assignment prohibited.
All licenses issued under this article, unless otherwise specifically provided, shall be for a period of one year. No fee paid under this article is refundable, and no license issued under this article is assignable or transferable.

Sec. 12-25. License fees.
Occupational license fees are as provided in the city fee schedule.

Business/Occupation License fee: Flat fee rate of $50.00 per year for all businesses to operate within the City.
